In response to the world-wide trend and the Government's policy to promote product safety in the territory, the Hong Kong Safety Institute Limited (HKSI) was established to meet the perceived requirements of Hong Kong in the field of products safety certification.

Incorporated in Hong Kong as a limited company on 7 August 1998, HKSI is set up to develop, implement and administer the unique third-party product safety certification program in Hong Kong - the Hong Kong Safety Mark Scheme. HKSI is operated as a non-profit distributing entity with the basic aim to serve the public regarding product safety.
